Create project homepage using GH Pages

I'd be willing to create a project homepage.

If #884 and #882 gets included, it would be easy to incorporate the release downloads, DEB repository instructions, and link to the docs.

I can create a basic skeleton for now.

Will it even work?

Last time I've looked at it - github has to formulate page url as {user_name}.github.io, but my username wont work here (already taken, for github internals).

If we can have github-page - that would be nice, and we can remove ancient wiki pages then
