It's a known issue on KSS2:

A rogue patch is double parching the SCSRad:

Delete the file KSS2/Core/Parts/SCIP_Tweakscale.cfg until I figure out what to do. RSS is very hard to work with, they don't use GIT to version control the patches, I need to download the whole thing localy to inspect it and this is time consuming way more than I can afford by now.

Can you do me a favour? Send me your ModuleManager.ConfigCache before deleting that file? I will be able to do something by inspecting that file instead of hunting bugs on that huge blob that it's RSS2. This will speed things a lot for me!
