OD data count values

There don't seem to be many flows in od_data_final.csv, checking is this correct (i.e. it's just a test data set, doesn't contain real intra zonal flows)?

Good question, the values have been randomised and represent relative not absolute flows. It's roughly based on a household survey so the raw data does not contain absolute counts either, so hopefully relatively realistic approximation of what many people (including us for our work in Wales!) have to work with.
