Add a "contributing.md" file to all appropriate repos

In order to help folks update the various documents etc, it would be good to copy https://github.com/UKHackspaceFoundation/resources/blob/develop/Hackspace%20Owners%20Manual/About%20this%20manual/contributing.md into each of the repos that we expect people to contribute to.
