Loadbalancer CI-related issues

Consolidates the following: #52, #58, #63

Tasks

1. Ship loadbalancer as a statically linked binary alongside with HQ binary. (HPC: Make load balancer available as CI-built statically linked binary #52)
2. Set up CI workflow for loadbalancer (HPC: Add CI workflow to check building the load balancer works #58)
3. Clean up and fix examples inhpc/test(HPC: Broken/Insufficient Testing of Load Balancer Functionality #63)
4. Add tests to ensure coverage of the entire UM-Bridge model interface functions. (HPC: Broken/Insufficient Testing of Load Balancer Functionality #63)
