"Bot" tab layout improvements

@ChandlerSwift noted that after my changes to the playback scrubber the script editor and the player don't sit side by side. I was think that anything smaller than an iPad screen should probably not have the side-by-side view.

As part of fixing this I propose updating the version of Bootstrap we're using, and attempting to make the layout more responsive to screen size.
