[Feature] Implement SCIPE commands via terminal

Feature Description
Be able to run SCIPE commands via the command line (Review this request with taz)

Requirements
SCIPE should be able to automatically generate all the required roles, channels, and permissions when Taz runs command.

Additional context
Look into how taz wants to do this, currently SCIPE functions are very baked into the discord.js framework and would need a decent amount of rewriting in order to make them command line acceptable
