Datetime when creating a new comment is wrong

After creating a new comment, if you click "Logs for this request" immediately, the date time will be wrong. This may be timezone related. Refreshing the page will produce the correct timestamp.

Steps to recreate: 1) Open an appeal, 2) Make a comment using "Quick Comment" 3) Click "Quick Comment" 4) Click "Logs for this request" 5) Review timestamps.
