Basic Gamification Added

For now the basic gamification will be in the form of daily challenges

• As a moderator I should be able to create a new daily challenge
• As a moderator I should be able to view existing challenges
• As a moderator I should be able to delete existing challenges
• Every day at 0900 EST a new daily challenge will be posted
• At 0900 EST the previously active challenge will be processed, points awarded as necessary
