Add environmental variables and files to fix

Describe the bug
Getting error during actions building winform in x64 windows server environment.
A clear and concise description of what the bug is.

To Reproduce
Steps to reproduce the behavior:

1. Merge any change into master via a pull request and start the build and the error in the Actions on github

Expected behavior
Does not error out because it has environment files installed correclty

Should work on any windows desktop using latest version .net 5 that is failing in this action when merging.
