Add google OAuth so all enf employees can view dashboard

• Add new dialog to pick OAuth provider
• Update env configurations to groups OAuth configuration by provider
• Add OAuth provider to callback state so correct authorization path is choosen
• Change class GitHubOauth to OAuthHelper and expand is_authorized method work across google and github.
