Performance Rig Large Runners

From engineering issue 62, this epic is to obtain or create "large runners" (beefy computers) that meet engineering's needs to perform reliable and reproducible performance benchmarks.

2. Setup the new hosting solution
3. Automate via cron
4. Store stats from runs

New runners are a significant body of work and should be tracked as an independent epic.
