Dynamic eth_maxPriorityFeePerGas implementation

• Requires creating a dependency to Spring API in the same way the EVM Miner does
  • Does not need failover mechanism
• Modify eth_maxPriorityFeePerGas implementation to support the dynamic value based on on-chain CPU usage
