Fix grant-translated.yml to bail early on bad label

Look at the other  label files such as grant-committee-approved.yml and grant-fully-approved.yml and mimic how they bail early.

In the long run, use the label-dispatch.yml and consolidate all labeling into it so only one runs vs multiple at this point...
