Consider the more smaller value as the minimum value of `event_report_window`

We want to set the minimum value of `event_report_window` to 30 minutes. 

One of our advertisers has set their conversion to 'purchase' immediately after a click, using a 30-minute attribution window. Currently, the minimum value is 1 hour, but there is a need to include even smaller values.
