Add a Data Source disable enable toggle

When doing maintenence we would like wide orbit to stop pushing to logger

How do you want this to be set?

I think some sort of super basic maintenance menu with simply a toggle on / off would work. Doesn't even need to have super complex UI as long as it works.

Would this just do the same thing as the existing environment variables to toggle WO/rivendell?

If that's possible without restarting logger that'd be great
