Add priority sorting for handlers

Since advanced handlers are generic, in theory more than on handler could test positive for a specific shortcode.  Whilst only one handler will fire, there needs to be a way of ensuring the correct one is fired.

Ideally, we want some sort of priority system perhaps using symbols attached to the handler function.
