📝 Create basic introductory page

Rework the profile README to appropriately introduce new GitHub browsers to the movement. An option includes framing via:

• Introduction / short info on DRS
• Brief origins of the community
• Major regulatory wins so far
• Long-term objectives/ethos
• Select resources to learn
• Segway to contributing!

along these notes, I think the dark version of the URL logo would look best since afaik most people have GH in dark mode

@JFWooten4 I think the light version of the logo pops out against dark mode on my computer, but I'd love to see what it looks like with a darker logo instead.

TIL we have a dark version of the URL logo!

I never use dark mode for any app on any device personally so it's possible I've missed it elsewhere haha
