[react-redux] change to use locally-maintained eslint+babel+webpack than react-scripts

It's very inconvenient to update/extend those dependencies, besides there are many configurations brought from the react-scripts that is not needed for this project.

It is better to have a precise control over the build-tool since this repo is personal experiments rather than corporative business project.
