Pause menu / Developer console not opening #1
Description
Unable to open the ESC pause menu or developer console using the ESC or ` keys.
No workshop addons apart from Amalgam Content. Local server, P2P 2-player game, no files modified apart from database information.
I couldn't find any code relating to this issue. All the other gamemode menus appear to work fine.

Errata: This is inconsistent and doesn't happen every time (?) I'm still unsure of the cause.
Errata 2: Reproduce by opening the chat box and sending an empty message. Prevents the game menu from being opened.
