Log when close binaries have rings

Close binaries with rings are particularly novel; I've only encountered a few tens of close binaries in my years of Elite as parsed by Observatory today, and it would be a noteworthy phenomena if any of them are close ringed binaries.

(I will try to learn how to build and test some sort of change for this in my own environment over the next few months; it's an unfamiliar toolchain and language, but Observatory is worth it.)

My 2c: I'd probably solve this by writing a custom criteria that checks for a "null" parent (ie. a barycentre) and a ring and notifies of a binary member with a ring.

If both members of the pair fire this, in combination with the close binary criteria, you've got a winner.

I try to look for unique combinations of even basic things rather than write ultra specific criteria. The above would be enhanced by one or both of these bodies also being landable and atmospheric -- which there's a separate built-in criteria for. Or wide rings!

As presented above, it only looks for planets, but you could replace the isPlanet(scan) with not isBarycentre(scan) and include stars as well. Alternatively, you could restrict to specific planet types.
