Migrate old project data to new backend

The pilot in April '19 had five projects with a good amount of data associated with them. Since the backend has progressed in changes quite some time after that, the key value pairs associated with the data are out of sync but the format (yaml) is still the same.

The goal for this task would be to migrate them to the new backend by creating a new cms (similar to the current cms.yaml), and creating appropriate entities for each role. The backend structures for storing the roles have changed slightly, so changes would be required here too.
