Auto event notification

People sign up for local event notifications (maybe on the profile page) and get an email when a new event is posted.
EC would like to select when the event brief starts.

Cheers mate, this involves both /controller and /console (command)
This command should run every 00:00 Zulu. This is when event notifications will be sent via a email
