As a(n) Repository Administrator I want automated GitHub metadata synchronization so that I can maintain consistency across repositories while using this repository as the source of truth.

Executive Summary

We need to implement an automated synchronization system for GitHub repository metadata to ensure consistency across related repositories. This system will use the current (fork) repository as the reference point, synchronizing essential GitHub components such as labels, templates, branch rules, and milestones. This automation will eliminate manual maintenance overhead and reduce the risk of configuration drift between repositories.
