Creating effects is not a easy task currently, and testing the effects is not that easy, because of that OIF needs a effect previewer to make effect creation easier. A custom FormApplication with a canvas to let the users preview the effects they are creating, with example tokens, items and scenarios.
This will be crucial for the Effect Editor implementation as it would be a pain to create effects without a way of seeing the results fast.
Sure the user could create a custom map and use it as a testing place, but that is not a good way of handling things.
