CMI / CMILib: Non-OP players cannot use anvil & chat colors on MC 1.21.11 (works on 1.21.1)

Description of Issue

On Minecraft 1.21.11, non-OP players cannot use anvil item name colors or chat colors, even when the correct permissions are granted via LuckPerms.
OP players work normally.

The same plugins, permissions, and configuration work correctly on Minecraft 1.21.1 using the same Purpur core.
