Heroku Toolbelt / Foreman

Despite of possible Ruby version collision, I've installed Heroku Toolbelt https://toolbelt.heroku.com/

I didn't advance far: at this point
https://devcenter.heroku.com/articles/ruby#declare_process_types_with_foremanprocfile I discovered that foreman is not installed.

Then I found this issue
ddollar/foreman#41

It looks like there is no way to use Heroku in Windows?
