Port to DNF 5 API #814

Per https://fedoraproject.org/wiki/Changes/ReplaceDnfWithDnf5#Dependencies_requiring_python3-dnf , "It is strongly recommended to make a decision about porting to DNF5 API." Has libreport considered this?
It looks like libreport uses the DNF Python API for downloading debuginfo (src/client-python/reportclient/dnfdebuginfo.py ). I don't see any other use of it. Not sure how much work it would be to port.
