This is not quite as simple as just testing a modal at the top of WhatsNew() in WhatsNew.jsx. If we did it that way then clicking the version would also not display the window when we probably actually want it to.

One option might be a boolean, called something like calledOnce in WhatsNew.jsx initialised at load time to false, and set to true after the first call to WhatsNew(), after we have checked its value. So we'd have something like the following at the top of WhatsNew():

  if (!showWhatsNew && !calledOnce) {
    calledOnce = true;
    return null;
  }
  calledOnce = true;

or

  if (!(showWhatsNew || calledOnce)) {
    calledOnce = true;
    return null;
  }
  calledOnce = true;

The modal could also be defined in WhatsNew.jsx and exported so that Setup.jsx has access to it and can modify it, along with saving it.
