feat: Add IP blacklisting

Extend the config.yaml file to have a blacklisted IPs section which the Load Balancer can read and return a 403 Forbidden status code to that IP when it tries to connect. Eg:

blacklisted_ip: 192.168.0.100, 192.168.1.257
