Setup for Packaging

This project should get setup to be packaged as a Gen2 Unlocked package. Ideally with an auto-build process based on version tagging.

It should deploy now as just raw metadata, but I haven't had time yet to set it up for packaging. I'm still hoping to get there sometime soonish.
