Feature Request: Global Map Highscores

Server-specific map high scores are in as of 50ea934

We can look into Global map high scores, so the best of the best for that map, regardless of server.

Implementation details:

• An easy way for the server to retrieve the high scores
  • Stats collection
    • Published file periodically by the stats collector? (Downloads on startup? How does it refresh?)
