On Windows, notification icon is blurry

Cosmetic issue with the icon in the notification, which is noticeable on high-resolution displays:

This is occurring on Windows; not confirmed on Linux. On macOS, the icon is sized correctly, although the corners are cut off because the icon in the notification is supposed to have rounded corners (this won't be fixed).

This is difficult to fix - the icon size in the notification popup isn't the same as the one in the Notification Center.
