Improve generalizability of partition_distance() #113
Description
In 2017 update BCT updated partition distance to accept NxP and NxQ matrix. Appears to compare all possible sequences of partitions. Seems not very important to update, but would improve computation time of many pairwise partition comparisons to do matrix operations instead of for loop. Not a high priority.
