[BUG] make install does not ensure versions are ok #24

Bug Report

Description

According to README, make install ensures that dependencies are met. However it's not happening on my box.
Having bats 1.2.1 (the latest available on ubuntu 22.04), the parameter filter-tags does not work, and the version missmatch is not detected by make install.

Expected behavior

make install is meant to check that versions are ok, and fix or at least complain if the version is not ok

Additional info

Manually upgrading bats to 1.11 everything works 💯
