Extend topology test to support group management

Extend topology test to support setting up SPIRE and group management.

• deploy SPIRE with helm chart (see example sanity test with SPIRE)
• setup MTLS between SLIM nodes and eventually between SLIM nodes and SLIM Controller
• use SPIRE to generate JWT tokens to use with MLS
• support group management:
  ** a) with moderator running in one of the clients
  ** b) using Controller
