[Task]: Add agent skills to the importer

Add https://agentskills.io/home to the importer so be able to import agent skills from file. Use OASF SDK for translation.

Currently OASF SDK doesn't support converting Agent Skills to OASF Record, so this issue is blocked until that development is done.
