Refactor OASF to match the AI Card specification

Goal

Align the Open Agentic Schema Framework (OASF) with the AI Card specification so that OASF schema structure, field names, and validation rules are consistent with the AI Card model.

Problem Statement

OASF and the AI Card spec diverge in structure and terminology, which complicates interoperability and tooling alignment. This epic will bring OASF into schema parity with the AI Card spec to reduce translation overhead and enable direct use of AI Card artifacts.

Scope

• Map OASF fields to AI Card schema fields and identify gaps or conflicts.
• Refactor OASF schema definitions to align with the AI Card schema (names, structure, required/optional rules).
