Tier 3 and 2 launchers have the right textures but act as teir 1

I dont know if it has something to do with my other mods(project ozone 2: reloaded btw) but the tier 2 and 3 items have correct textures but it says they are only tier 1

I have the same issue and don't understand why or how. Any updates on this?

it have same ids and i can't get tier 2 and tier 3 launcher recipe with nei :/
