A few words about datetime snippets.

First of all, I would like to thank you for the work you have done.

• Curl is mentioned in the cmake config, but there is not a single snippet on how to download and configure timezones. Add please. This reduced the googling time a bit.
• It is worth writing in CAPITAL LETTERS that it is worthwhile to work extremely carefully with locales in a multithreaded project. And snippets using locales should not be used as is.
