External Chrome integration via CDP

## Summary
Integrate with external Chrome via `--remote-debugging-port` for WebMCP/CDP support.

## Details
Launch Chrome with remote debugging enabled so that workstreams can leverage the Chrome DevTools Protocol (CDP) for WebMCP integration. This would allow richer browser automation and inspection capabilities from within Factory Floor.
