PR management: create and manage PRs from workstreams #67
Description
Summary
Allow creating and managing pull requests directly from workstreams. Currently PR status is view-only.
Details
Workstreams already show PR badge/status linking to GitHub PRs. This would extend that to allow:
- Creating a new PR from a workstream branch
- Managing PR state (request review, merge, close)
- Viewing/responding to PR review comments
