can't change User Type

Thanks for the fix for #38 ; now that I can add and edit users, it seems not to be possible to set anything but "Normal User" as type. Changing it to "EPS Administrator" and saving it gives no error, but looking at the user again, it is still a "Normal User".

as addition, it also seems not to be possible to set a user to "Non Viewing". I don't really get it, may it be related to having the group_ids 0, 1, 2 and 3 in Group.java, while in UsersServlet.java the USER_TYPE_* constants are "A", "P" and "N".

In edit_user.jsp it's 0, 1, 2 for admin, subadmin and user, and a "Y"/"N" dropdown for the non viewing user ( "noview"/"${requestScope.non_viewing}")
