Expand the Braket algorithm library - 2 #1194

The Braket Algorithm library illustrates how to implement well-known building blocks of quantum computing with the Braket SDK. For this issue, create a new notebook, either in the textbook or the advanced_algorithms directory, that demonstrates how an algorithm that is not yet in the list can be implemented.

This could include algorithms from foundational papers such as Rabi oscillations, the Quantum Counting Algorithm, Quantum Gradient Descent or the Harrow-Hassidim-Lloyd algorithm. You may choose from any published source, e.g. from the list on the Wikipedia page, https://en.wikipedia.org/wiki/Quantum_algorithm. There are two copies of this issue for two algorithms (issue 1193 and issue 1194). Once you choose an algorithm, comment which one you will work on and check the other issue to prevent duplication.

Note: For the purpose of UnitaryDesign 2026, the issue will be tracked here, but to complete the issue, please create the PR to the algorithm library repo, once the PR there is accepted, this issue will be resolved.
