Description of a dataset

When a dataset has a metadata page, fill it out. If it doesn't exist, the user should have the option to indicate this and provide a short description instead.

Process behind the RDFa: if it's a uri, it will add a apps4eu:consumes with that uri, otherwise it will add the description as a string.
