Base libs and apps settings in angular.json

Description

We have many libs and apps in our monorepo. The problem is that most settings for libs in angular.json are identical, same for apps. We have few thousand lines of code in our angular.json, but it could be greatly reduced if we have base settings which can be overrided.

Describe the solution you'd like

Add base settings for all libs/apps in angular.json which can be overrided by app or lib itself.

Angular Json Version 2 With Standalone Configurations that nx uses maybe a solution.

It would also be nice to allow different newProjectRoot's for application or library, overriding newProjectRoot for apps and libs.
