Add support for uploading collection from path

 galaxykit collection upload ./foo_namespace-bar_collection-1.0.0.tar.gz

Usage:
When testing more nuanced features, like signatures we may need an exact, non-dummy collection to test on. This command would allow us, to use a collection which is more detailed or on other ways specific than the default generated ones with orionutils.
