[BUG] Weekly Limit Not Resetting on time #16618

What's Wrong?
I am at 99% on my weekly limit. /usage says it will reset at 7:59 am (NY time). It is currently 9:12 am (NY time)

- See that usage was not reset when it was supposed to.
