Suggested repositories don't show up in user's dashboard

This is because the RO is not assigned to the suggested repo.

In most cases, the user will only be an agent for one RO so we can reasonably set the RO for the suggested repository to be their RO.

In a few cases, the user may be an agent for more than one RO - in such cases we should invite the user to select the RO they think the suggested repository should belong to
