Add updated "Roadmap" for the project

Currently the website leads to the cwiki page https://cwiki.apache.org/confluence/display/AIRFLOW/Roadmap that seems to be outdated. 

It is important for users to know whether the project is well maintained before adoptions, and have clear visibility into changes that are coming to the project.
